In response to David Abbott: if demand for water fell significantly, water utilities would become less profitable, and investors would tend to steer their money into other sectors that had growing demand. Overall, Britain would probably be better off, since supplying water doesn't in itself generate further production as, say, selling computer software. It would still be necessary to maintain the network and pipes, though, so if there was a really enormous reduction in demand (rather unlikely I think) a subsidy might become necessary for basic maintenance, as with the rail network.
